Rape at Sindh University: Selected comments and proposed action

Dear SaeeN Iqbal Tareen, Khalid Hashmani, Ali Nawaz Memon, Hussain BinMansoor, Aftab Kazi, Sarfraz Memon,Hanif Sangi, Aijaz Solangi, Munawar Soomro & other friends,

Your concern is very timely, the violence in campuses is one of the mostimportant threats faced by our nation. We need active and strategiccontribution from students and youth in our national struggle, but since thedays of Zia ul Haq agencies and criminals have been dominating oureducational institutes and have been using the students against their ownbrothers and sisters.

I think we can take following immediate steps to stopsuch activities:a. SANA and other overseas organizations, Sindh Consultative Forum (SCF),Sindhi Adabi Sangat, Sindh Culture and Literature Development Committee andSindh Graduate Association (SGA) should invite a meeting of all studentsgroups and their parents organizations in Hyderabad, and a collective"NATIONAL CODE OF CONDUCT FOR EDUCATIONAL INSTITUTIONS" be approved for allstudents org. and a "National Disciplinary & Reconciliatory Committee (NDRC)" comprising of Leading Writers, Teachers, Intellectuals, ViceChancelloers of All Universities and of representatives of above mentionedorganizations be formed.

b. This code should include following clauses:
1. Appointments in universities and colleges should be made on pure meritinstead of political considerations. Competent, dutiful and honestacademicians, scholars and administrators should be appointed as the headsof universities and educational institutes.
2. The illegal, immoral and unauthorized allocation of admission seats tostudent organizations, teachers, vice chancellors, ministers and CM shouldbe stopped at once.
3. Government, all political parties and nationalist and religious groupsshould stop interference in the educational affairs of universities andcolleges.
4. Teacher's organizations should work for the betterment of educationinstead of petty interests, increments and promotions.
5. Students organization should undertake that Boycott system and selfgranted leaves from classes be stopped.
6. Terrorism and Lawlessness in universities and colleges should beeliminated.
7. Copy culture and the system of false marks sheets should be eliminated.
8. The goondaism, extortion and sexual violence towards students, teachersand workers should be uprooted and the culprits be given severe punishmentsand a vigorous campaign should be launched by political parties and media touproot violence and copy culture.
9. NDRC should investigate the crimes committed by the students and teachersorganization in campuses during the last 30 years (1975 to 2005) and shouldask the responsible organization to compensate the victims by taking actionagainst the culprits and by extending public apology.
10. The Quota System should be implemented in letter and spirit.
11. At least 65 % attendance should be made compulsory for appearance inexams.
12. All political parties and Student organizations should undertake thatfrom now on if any office bearer or student activists affiliated to theirpolitical parties and students organizations, any staff member of theiruniversities and colleges and any member of teacher organization wouldsupport or take part in the following actions and activities:a- Misbehavior, blackmailing and misconduct with teachers.b- Boycott and self granted leaves.c- Imposing ban upon rival political groups and organizations.d- Postponement of examinations.e- Restricting the political opponents or any student or organization fromholding the peaceful functions, from attending the classes or from appearingin the exams.f- Bringing criminals in the university / college premises & hostels.g- Using, storing and exhibiting weapons in the university / college orhostel premises.h- Threatening, kidnapping or pressurizing any teacher, student andofficial for donation, marks, extortion, buses or hostel allotments.i- Following, pressurizing, threatening and blackmailing the girls students.j- Threatening, blackmailing, kidnapping or pressurizing any student forjoining a particular political group or for sexual relationship.k- Giving marks without merit, selling marks and positions or operatingtuition centers in university / college premises.l- Forcibly taking male or female students to political demonstrations,rallies and general bodies.Then he / she would be immediately expelled / dismissed permanently from his/ her affiliation / membership, shall be rusticated / expelled from theinstitution for at least one year and would be treated as a traitor ofSindh. In case of refusal of such compliance by the Political Party orGroup, that political party, group or organization will also be boycotted byNDRC and by SANA, WSC, WSI, Sindh Consultative Forum (SCF), Sindhi AdabiSangat, Sindh Culture and Literature Development Committee and SindhGraduate Association (SGA) for at least one year and the same decision wouldbe announced through media.

I could notcontrol my shock and walked toward the student. I asked him whiy he hinderedand hurt the girl student? He replied that "She is a Muhajir". I told him,would that had been right if a Muhajir student had hurt a Sindhi girl? Wouldyou then still be laughing? I was angry. Boy listened me and gave allowedhimself a half minute break of> thought. Then he walked away. I asked other students at the kiosk, whowas this student. He was the campus president of Taraqi Passand group. Myfriend from FWB told me not to interfere in such students. The boy could hadbeen violent to you. Well approximately two weeks latter, while parking mycar outside the Department of Botany, I saw the Taraqi Passand group campuschairman. He saw me, but had his eyes down as he walked away.>> 2. In September or so during 1997, a professor friend from a university inIslamabad visited me in Jamshoro. Free man as I am, I stayed in TeachersHostel and in my own simple austere ways. Budget making process in Montogomery County USA

Following is a letter received by my from Council Member Steve Silverman. Steve is describing budget options available. He is seeking advice and input before casting his vote.

This is how democracy works. Elected officials seek detailed input from their supporters and constituents.

It is too bad that in Pakistan and particularly in Sindh, common people have no say. they hear about the budget after the government has decided it and Finance Minister has made the budget speech.

I am sending this to my readers in order to share how democracy and economic policy works. Here is the letter:


"Dear Friend:

As a Councilmember, I have sought to strike a balance between funding important public services and a reasonable tax burden for the citizens. I want to continue to make Montgomery County a great and affordable place to live.

As the County Council reviews the proposed operating budget for the next fiscal year, we face many competing priorities as we work to balance the budget. We must make decisions regarding government services that are critical to the quality of life in the County, such as an excellent public school system, public safety, transportation, and libraries, as well as important health and human services to help those in need in our community.

I need your advice on budget and tax priorities and have put together an 'unscientific' poll listing a number of general budget priorities that the Council will debate this spring. Please let me know your top three priorities, in order, with number one as most important to you. Just hit the reply button and let me know which of the numbered items or other issues are your first, second, and third priorities. Please respond by April 25.

Budget priorities

1. Across-the-board property tax reductions, beyond those recommended by the County Executive. (He recommends lowering the property tax two cents, for an average household savings of approximately $80 compared to current tax rates.)

2. Targeted property tax reductions for low and moderate-income homeowners. (This would expand the current circuit breaker, which helps low and moderate-income homeowners facing significant assessment increases.)

3. Education initiatives such as reduced class sizes and expansion of full day kindergarten.

4. Other education initiatives such as improvements in special education, gifted and talented, and other initiatives to improve student achievement.

5. Additional faculty and scholarships to enable more students to attend Montgomery College.

6. Funds to reduce waiting lists for various health and human service programs helping low and moderate-income families, such as child care assistance, rental assistance, in-home services for elderly and disabled individuals, etc.

7. Funds to tackle backlogs in basic infrastructure maintenance such as street resurfacing, sidewalk repairs, park and ballfield maintenance, tree maintenance, and fire apparatus.

8. Additional police officers and fire/rescue personnel.

9. Additional library materials and increased hours open to the public.

10. Additional funds for roads and transit.

11. Additional funds for community organizations serving diverse communities.

12. Additional funds for arts and cultural organizations.

this is called gerrymandering in political science. If there is 30%population A and 70% population B, one can make two districts with 60%population A and 100% population B and thus have population A dominateB in one half the districts. If you have 40% of population A, theycan make 3 districts with so that two of them have 20/33.3 or 60%majority of the minority and the minority population A dominates 2 out3 districts.
They have been at it already.. 80% of Sindh's population is Sindhi butI believe they have increased Urdu speaking representation to 35% orso at the provincial level (someone can provide the exact figures).

6. Qasimabad will be treated like occupied territory.

7. Press club hyderabad will be controlled and dominated by one ethnicgroup.

8. As in Karachi, Sindhi media of Hyd will have to subordinate MQM.

9. Sindhis of Tando Mohd Khan, Matiari and Tando Allahyar under theleadership of Jamots, Mir Nawaz, Irfan Magsi, Hakeem Memon etc would beinstigated against the SIndhis of Hala, Qasimabad, Tando Jam and othersurrounding rural areas and establishment and MQM will try to crate anothermishap like Qambar.

10. An attempt would be made to divert the attention of Sindhis fromKalabagh Dam, Thal Canal, NFC and Provincial autonomy etc.

11. Alatf Husain would be able to claim that they have full support in fivedistricts of Sindh (four of Karachi and hyd) and marginal support in TandoAllahyar, Tando Adam, Nawabshah and Mirpurkhas,

12. Educational institutes like Elsa Qazi campus, Polytechnic College, StBonaventure, Beacon House, City School, Noor Mohd High School, MuslimCollege, Govt College, Sindh LAw College, Model School would be controlledby MQM and Altaf Sahib.

13. Majority of Sindhi officers posted in Hyderababd will be transferred toother districts and remote rural areas.

14. Sindhi students male and female will not be allowed to get admissions inCity colleges and schools.

15. All Govt department, NGOs, private institutes, builders, corporatesector and financers will be forced to pay bhatta and extortion.

16. Markets like Resham Gali, Tower MArket, Saddar, Sereyghat, Shahi bazaarand old institutes like Sindh Museum, Language Authority, Dialdas Club, oldcampus etc will be under the MQM control.

17. After Karachi once again sindhis would be thrown out of a metropolitancentre and economic hub.

How to start Alumni Association

I am delighted to note great interest in establishing Alumni Associations for Mehran University and for Liaqat Medical University. Such associations for all universities and even colleges can go a long way towards bringing the current students, faculty as well as graduates and former students together.
We need to upgrade quality of our education. This will be one way of doing it.
I have requested Sain Sarfraz Memon to write about how he and other colleagues have started Chandka Alumni Association. I request Mir Atta Talpur to tell others more about this.
I suggest that first all, few interested persons should establish an organizing committee. For example, Mehran graduates on Sindh lists could form an organizing committee and elected some initial organizers. They could then follow some of the following steps suggested for establishing an Alumni Associations:
1. Request from the concerned university (Alumni Office if there is one ) a printout of individuals residing in your area. If you submit your request in writing, list the neighboring cities to be included.
If such a list is not available, use your own contacts or email lists etc to obtain the names and contact addresses.
2. Send a letter or email to individuals informing them of the purpose of forming a chapter-ask for a response by phone or letter expressing their interest. Do not be discouraged if you find only a few interested members.
3. Follow-up with a phone call or postcard giving time and place for the meeting in your town e.g. cdhapter meeting of Mehran graduates in Toronto.
4. During the interest meeting, discuss goals or plans for the chapter. Share with the individuals what is expected in order to establish a chapter.
You may need to hold a more meetings to either "get the feel" of the group or to attract more participation. Many persons who like an idea and support it may not have the time or interest to attend meetings.
5. Meetings should be held every month. Location should be decided by the local organization.
6. Now you are ready to contact your university. Write/ phone/ email the Vice Chancellor or other interested persons in the university. Have the university designate a regualr contact person for the Alumni association.
During your next visit to say Hyderabad, go visit the Vice Chancellor and your contact persons. Find out how you can help the university and the students. Your support will be most useful for things which the government is not able to do quickly. For example:
donate books for the librarary; get them computers; internet access; dicuss why the standards of education have fallen and what you as a group can do to help;lobby for the university needs with the government, other NGOs
Remeber that you are successful graduates-- tell others about your experiences and help them in any way that you can.

NFC: delaying tactics depriving smaller provinces their due share

By this time of the year, the budget process shouldhave been in the final stages. Unfortunately it is notthe case this year. The provincial finance ministersare in a quandary as they don’t know yet whatresources would be available to them for the nextyear.

The central government has reprehensibly failed toconvene an NFC meeting so far. There is not even ahint that one would be convened in the near future. Itmeans any hopes for a just distribution of resourceswould be dashed one more time and the centralgovernment and the Punjab governments would get awaywith lot bigger slices than what is due to them.

It shouldn’t however surprise anyone as thegovernment’s flippancy and deliberate dilly-dallyingon the issue have been evident for some time now. Itwas the insolent, arrogant and obstructive attitude ofthe central and the Punjab governments and some otherrepresentatives that forced Sindh's statutory memberin NFC, Mr. A. K. Lodhi, to resign from his position.So far the government hasn’t answered any of thequestions raised by Mr. Lodhi.

It may be recalled that the 1995 NFC award imposed onthe country with the help of the then caretakergovernments had expired in 2002. As required by theConstitution and demanded by Sindh, the NWFP andBalochistan, a new award should have been announcedthree years ago. That is if anyone cared for theConstitution and for the wishes of the people of thesmaller provinces. Unfortunately that has never beenthe case in our country.

The 1995 NFC award is believed to be lopsided favoringthe Center and the Punjab. The three smaller provinceshave been demanding for long to end the unjustdistribution of resources and devise a new formulabased on multiple factors such as the collection ofrevenue, area of a province and the poverty besidesthe population, which is presently the sole criterionfor the distribution of resources.

They have also been demanding to return to theprovinces the GST and other local taxes thathistorically belonged to the provinces and theinclusion in the divisible pool of the recoveries thatnow go directly to the federal kitty. But as theCenter and the Punjab are afraid to lose some funds,they have been delaying the convening of a meeting ofthe NFC to reach a consensus on a new system ofdistribution of resources. These delaying tactics arehighly objectionable and don’t create any goodwillbetween the Center and the provinces on one hand andamong the provinces on the other.

The federal and the Punjab governments would be betteradvised to listen to the smaller provinces and not todelay a fair NFC award. A change of heart on theirpart would surely do a lot good to the country.

Need Alumni Associations in Sindh

Through out developing world, Alumni associations play very important role in advancement of educational institutions. The alumni (graduates of the institutions) stay in touch with each other and repay their debt to their places of education through these associations. Typically the alumni associations:
1. Provide liaison between alumni and the university/College, including trustees, faculty, students and administration.
2. Enhance the visibility of the university/ College and communicate to the people of the state and nation knowledge of the College's strengths and merits.
3. Further the aims and ideals of the university/ College by fostering fellowship among alumni and providing opportunities for alumni service and education.
4. Participate in the advancement and development of the College through gifts and volunteer efforts
World famous universities like Harvard, Stanford, Yale etc have achieved their current standards of excellence partly through active participation of the former graduates i.e. alumni.
This is beginning to happen in Pakistan and even in Sindh. Karachi University alumni Association has a very active chapter in Washington. For last three or four years, the alumni has been actively working with the university to support them in areas in which there is deficiency. Typically, the university tells the alumni what they need. The alumni then try to do what they can in an organized way. On request of the faculty and students of KU, the alumni have helped greatly with Information technology-- for example internet connections, computer equipment, computer classes etc. Last year KU graduates in Washington area raised $80,000 for scholarships and other support.
I am delighted to learn that Chandka graduates have recently established an alumni association. I am sure that they will be performing all of the functions listed above and do even more. Need Alumni Associations in Sindh

Through out developing world, Alumni associations play very important role in advancement of educational institutions. The alumni (graduates of the institutions) stay in touch with each other and repay their debt to their places of education through these associations. Typically the alumni associations:

1. Provide liaison between alumni and the university/College, including trustees, faculty, students and administration.
2. Enhance the visibility of the university/ College and communicate to the people of the state and nation knowledge of the College's strengths and merits.
3. Further the aims and ideals of the university/ College by fostering fellowship among alumni and providing opportunities for alumni service and education.
4. Participate in the advancement and development of the College through gifts and volunteer efforts.

World famous universities like Harvard, Stanford, Yale etc have achieved their current standards of excellence partly through active participation of the former graduates i.e. alumni.

This is beginning to happen in Pakistan and even in Sindh. Karachi University alumni Association has a very active chapter in Washington. For last three or four years, the alumni has been actively working with the university to support them in areas in which there is deficiency. Typically, the university tells the alumni what they need. The alumni then try to do what they can in an organized way. On request of the faculty and students of KU, the alumni have helped greatly with Information technology-- for example internet connections, computer equipment, computer classes etc. Last year KU graduates in Washington area raised $80,000 for scholarships and other support.

I am delighted to learn that Chandka graduates have recently established an alumni association. I am sure that they will be performing all of the functions listed above and do even more. My best wishes for Dr. Sarfraz Memon, the first President of the association and all of the doctors who are working closely on this project.

Truth about BP's community development in Badin?

Dear Sathio:
District Badin is most southern District of the country having population of 1.5 million. by natural resources it is richest District of Pakistan Due to huge reservoirs of high quality Natural Petroleum and natural Gas.
In the 2000 it was declared the poorest District of the Country by World Bank. And Government of Pakistan. The poverty rate is 90%.
The extractive industry emerged Badin in early 80s, now all the extractive operations and production are carried out by a Single Multinational Company British Petroleum BP.
Badin Rural Development Society (BRDS) is rights base non- profit Civil Society organization of indigenous people of Badin.
BRDS has raised voice for the right share of the local people from Multinational Companies time by time .but unfortunately the British Petroleum BP continuously deny the rights of Local Communities; even they are not ready to share the information about the agreement documents which has been signed with government of Pakistan.
Recently Team of excellent Sindhis at USA and around the world has extended the pressure on British Petroleum to fulfill the community development responsibilities .In return the Country Manager of BP Pakistan as well as a report published in locals periodical Badin Magazine supported by BP have claimed various development intervention which are based on bundle of lies, disinformation and exaggeration.

In this connection BRDS with Action Aid Pakistan (AAPK) is going to organize a consultation Meeting with Local Communities, politicians, intellectuals, journalist and other civil society activists at Badin on 12th of April 2005. to discuss the real situation and develop a strategy for the future struggle for the rights of the indigenous People of BADIN.

A Detail Report On British Petroleum Claims:
(This report is based on the claims made by Country Manager of British Petroleum in a emailed letter to Mr. Khalid Hashmani Member of Sindhi Excellent Team at Washington as well as a report published by British petroleum BP in a recent Issue of Local Magazine.)
The Local Communities has a long history of their Struggle to achieve their right share From Multinational Companies operating in the area.
Shaheed Fazil Rahoo who was a legend of this cause was assassinated in a mysterious condition on 17th January 1987.Dr. Akash Ansari the political colleague of Shaheed Fazil has never let down the flag of Shaheed through his writing, Poetry and raising voice for the indigenous and marginalized communities by a most Active civil Society Organization ie Badin Rural Development Society (BRDS).
The Facts and Figure finding Team (FFFT) was formed By BRDS in the end of the February to make a impartial, real picture of ground scenario. The Team Members Were:

Atiq Raja
Ms. Ishrat Qambrani
Ms .Shazia Pusio
The FFFT visited all the villages of operational area , met with communities, various stake holders ,land owners, whose lands are leased by BP, District Adminsration,Distric Nazim (District council chairman,) Executive District officers (EDOs) of health , Roads, Public Works and Community Developments. Some members of team met with the representatives with British Petroleum came from Karachi, Islamabad and Field units at District Nazim Office, where they promised to share all necessary information but despite various reminders they failed to provide any information up to date.
The team also recorded a video film and took photographs of all the development work claimed by BP and team also recorded the comments of local communities.
In early 80’s of last century a huge reservoirs of Natural Oil and Gas was explored at two Taluka’s i-e Golarchi (Now called Shaheed fazil) and Matli of District Badin. By an American Company Union Taxes Pakistan (UTP).
In 2000 these all operations were handed over to a British Oil Company called British Petroleum BP.British petroleum (BP) exploration and production is a multinational company having operations around the world. British petroleum is operating at District Badin since 2000 which is providing largest portion of Oil and Natural Gas of the total production of the country .As an international corporate sector BP has a responsibility to spend a fixed amount of the profit for the betterment of the local communities those are living in the surroundings of the Operational Area.
The Fact Figure Finding Team found the following ground realities:

Drinking Water Mega Scheme Claim:
British Petroleum Claimed that, Following Water schemes has been provided to for the betterment of Communities.
Over 1200 hand pumps at cost of ($ 135000) over 8 million Rupees.
Total beneficiaries 30000
Field Team Findings:
After the Visit of more than the 70% of Operations area of the Company,
o We did not find a single hand pump provided by the British Petroleum.
We also had meeting in twenty five villages those are living very next to walls of the fields
o The area especially union council Ahmed Rajo is facing severe shortage of river water since eight years , and under ground water is saline But Company Did not give them a Drop of water and some times communities drink and take bath with the drains water which contains chemicals, industrial waste and pesticides coming from upper stream .
The Fields area looks very beautiful and bright at night time But children of the real owners of the wealth has not lamp for the home work. And as they have the darkness in the life they would have the dark future.
Mostly the owners of the lands which are occupied under the operations by the company are complained for receiving very meager amount. In return of their fully cultivable agriculture lands. Not receiving proper or Right Amount.
Mr. Umar Samejo resident of Village Sameja Near Khorwah Chock Oil Field told that, he receives only sixteen thousand Pakistani rupees from BP while this land can give us agriculture production of more than rupees 80,000 per year.

Infrastructure Development Claim:
488 Km of roads were made by the Company
40 bridges and Canals were constructed for the people.
1000 water courses were made.
Approximately ($ 2.5 million) are used for infrastructure Development.
Team findings:
All the roads are not made for the communities but due to Marshy area Company’s Oil tankers and other logistic machinery and vehicles can not move easily and roads are directly linked with Production fields not with the local Villages.
District Badin is also called the land of Drains which carries contaminated water to pour in the Arabian Sea. For the Mobility of heavy machinery and vehicles, movable Iron Bridges are made which can be move from one place to an other easily.
Not a Single Water course was found made by the BP.
The money has been invested in the area just to provide support to the British Petroleum (BP) itself.
Employment Claim:
Over 60% of staff working in BP's field operations are from Sindh,where as approximately 42% of all BP Pakistan employees belong to the same region.
Team Findings: Total permanent employee 600
Sindhi permanent employee 40 to 50
Contract Employee 1000
Sindh employee in contract job 100 to 150.
Case Study:
In 2004 the posts of Maintenance Trainee were Announced by the British petroleum and written test contract was awarded to an other private firm named ENI Executives. After written test only a single Boy from District Badin was qualified and he was called for final interview.
After the silence of many days some friends explored that, what happened?
And they got information that, all the position are filled and more than 80% were Urdu speaking were selected and a only Boy who was indigenous of District Badin was made disqualified by the Authorities of Karachi Office those are Mostly from out Sindh .
If the company is giving priority to the local people then why a only single person from the Operational Area was discriminated by these people.

GOVT. GIRLS DEGREE COLLEGE MATLI BADIN.
Company Claim:
In 1992, at a cost of RS.10 million ($45,000).BP and its joint venture partner, accidental petroleum Inc set up the government girls Degree College in Matli.it is the only girl’s college in the area.
Field Team Findings:
Matli Girls Collage donated by Union Taxas with its Joint partners i.e. oil and gas development corporation Pakistan (OGDC) and Oxydental Petroleum Incorporation ,not British Petroleum.
Due to poor raw material it has been damaged at lot off places.
COMPUTER CENTER AT GIRLS COLLEGE MATLI CLAIM
In 1992 BP established a computer center for girls at the government girls degree college, Matli.it is only such facility for female students in the area. The center was later upgraded when BP donated 10 Pentium -3 desktop computers (plus accessories) at a cost of RS.600, 000($12000). BP also supports the center by donating the salary of the only female computer instructor in the area. Field Team Findings:
It was observed that Computer centre is not Functioning properly.
The claim of Desk top computers was not verified.
EMERGENCY RELIEF BADIN DISTRICT.
Claim :
BP claims that it has had its fair share of major natural disasters. a flood in 2003 followed by crippling rains in 2004 ,left the people of Badin devastated. BP and its joint venture partner occidental petroleum Inc joined local efforts with the government to help alleviate what was a desperate situation. Food was distributed; dry ration bags were handed over district administration, vehicles supplied to transport the affected to relief camps and other relief equipment were also supplied such as medicines and water pumps. Over Rs. 12 million ($200,000) have been contributed to the area for relief efforts.
Field Team Findings:
In 2003 a major flood Disaster happened due to Left Bank out fall Drain (LBOD), which carries the highly contaminated water and made 128 breaches in one night and twelve Union Council came under sever flood.
Which caused many causalities, lost of property thousands of million of rupees.
Accordance to the people of the area as well as information given by government Authorities not a single penny was given for the relief or rehabilitation for the affectees. The comments of District Coordination Officer (DCO) who was the coordinator of district Disaster committee are also attached.
How ever some vehicles were provided by BP to District government for few weeks.

BADIN SPORTS COMPLEX
BP is of the firm belief that promoting sports activities encourages the development of healthier communities. as a result, BP regularly supports sports event, BP has constructed sports complex in Badin .complex was completed in 2000 at a cost of Rs. 1 million($20,000).Field Team Findings:
There is no any sports complex but a single room Squash court was made by the Union Texas not BP in early nintees on the desire of then sitting deputy commissioner Major (Rtd) Iqbal Ahmed who was a very found of squash game..Kario Ghanwar Health Centre:
Claim: BP’s First Health Project in Pakistan. Established in 1988 at Kario Ghanwar Badin. Provides medical assistance to approximately to 25000 residence living in area at cost of Ten Million Rupees. Company also provides much needed medicines free of cost.
Field Team Findings:
· This is not hospital but just a Dispensary which was built by union Texas and handed over to Sindh Government.
Dispensary running by singles Doctor and a Dispenser.
The condition of the Dispensary was not able to admit the patients.
Medicines are not provided by the Company but some times few injections of Anti snake Venom are provided.

It is observed that since last few years the representatives of Comments from DCO Badin.
District Coordination Officer (DCO) the Head of District Administration has sent following comments about the real situation regarding the British Petroleum in his letter to BRDS reveals that:
· Some community development intervention were carried out by Union Texas But after the 2000 as the company British Petroleum who claims for being a successor of union Texas nothing has done for the community Development at All .
· In the sectors of Health, Education and infrastructure there is never seems any initiative by British Petroleum in the whole District especially in the Operational Area.
· Union Council Ahmed Rajo and Khor wah, where have the maximum number of Oil production units are going to be become at worst stage of the poverty day by Day.
· The existing infrastructure of government has been damaged severely by the company’s logistic and operational movements.
· Company has little number of local People working not as permanent but they have been handed over to the contractor and heir Social and legal rights have been violated. They are on the mercy of contractors who always exploit them in the favor of company.
· As we observed that environment in the operational areas of Badin is badly affected by the activities of BP.
the company made various promises and after passing time they did not keep the promises. They only made lip services.
